The latest version of Bing Ads Editor is 10.7, which was released just over a month ago, and can be downloaded here.
It is not clear the specific reasons why versions 10.4 are no longer being supported. However, it is generally best to always use the latest version as they not only ad new features but also fix bug issues in previous versions too.
